Modulating Rod spell broken?
 

When I cast this spell no rod appears on my cursor, there is no duplicate lore message or anything. The spell seems to be broken.

I doubt it's broken, or else there would be plenty of threads about this spell. Maybe target yourself while you cast it?

I tested this. I was required to target something to successfully cast it. This is wrong and listed to be fixed.
