Fighting in no drop is fine, worked on RZ, didn't discourage anything. Risk vs reward of wearign resist gear during fights. It also gave a great reason to play outside of raiding.

/facepalm. Huge difference. One makes the game hard and challenging as well as fun. There's a risk v reward. The other makes the risk so high that most people will not engage in it at all. On a server already dying for more PVP is this really what we want? Tons of naked wizards running around dropping melees and looting them? Everyone hugging zone lines? Everyone holding on to multiple gate pots on hot keys? Guilds getting even bigger? How long do you think people will stick around in the tier 2 guilds after the second or third time they get zerged down by people in VP gear no droppables? They'll quit / cry / roll wizards / app nihilum.
