According to Allakhazam, this item is no drop

it is, so I assume he wants someone to kill soptovyr for him so he can loot it.

Having killed this guy many times, I can tell you that this is a fairly rare drop. Working this out will be pretty difficult due to the spawn rare.

You're best off finding a tracker who can check the spawn daily and contact you to log in and loot it should it actually drop. Good luck!

I was under the impression that all the items for TFM were guaranteed drops. I didn't have to kill anything more than once. Maybe I was just very lucky:)

This quest wasn't in the game until February of 2000...

Definitely not guaranteed drops. Damn lens took me days.

Which still places it before Kunark.

As far as I can bet, devs don't want to have to go through all of the work of quest details released by minor patch.
