i'm not sure how DTs should work, but I know how they do work on p99.

on p99 DTs behave like a spell. they require line of sight and they require a mob to not be casting a spell. so for Master Yael who casts and has a 30 second delay DT timer, if he starts to cast a spell at 29 seconds until DT, he cannot do his next DT until that spell finishes casting. requiring line of sight, you can agro something like spiroc lord and duck behind a hill and he can't DT you until he goes over the hill. I think there is likely also a max range on DT, though I haven't explicitly tested it. along the lines of DT behaving like a spell, it seems that while a mob usually DTs on a given 30 or 45 minute cycle, there is some variance to that, in some cases caused by casting, but in other cases causes by either random delay, as in normal spell casting, or maybe by things like melee/spell stun.

and like the OP said, sometimes the DT is nearly instant, other times you can have a sizeable delay, even if you remain in line of sight at all times.
