So, I spent the entire day
on live doing the rogue epic on a level 1. It's sort of a bitch because Tani and Founy have 3 billion HP and are completely MR, so I had batphone in some of the resident uberguild's DPS.
Basically, the Cazic Quill and the Final Turn-In
do not work on a level 1 rogue on live. This could have been changed in the 13 years, but this is how it works on live currently.
The MQ worked for a KoS SK with invis to allow turn in, but when the level 1 indifferent rogue turned in, the NPC gave the item back and said he had no need of this.

So, I gave the JDD to my SK. CoS turned it in worked. I tried to turn in just the Pouch on the Rogue. Nope - wouldn't take.
