Right now, this vendor does NOT sell the lower-level alchemy ingredients. I'm level 50 right now with 30 alchemy based purely on the fact I can't go anywhere else and don't want to bug a friend to deliver me potion ingredients because Iksar alchemy vendors are liquidating all of the essential, practicing ingredients.
I'm sure myself and allll of the other lizard Shamans would love this fix.

Edit: Apparently I'm stupid, the vendor is Klok Greenscale. I'm not sure if the vendor is in, or if the vendor was added later.
