This is as per the Halas gnoll fangs quest which is supposed to be slightly more exp then qeynos (in 2001):
"Problem with this one is that the fangs are No Drop, but if you hand them in
3 at a time in Halas to Lysbith McNaff you get slightly better exp and no
negative faction (21 fangs at level 20 gave me a blue bubble)"
