Paineel is awesome! tons and tons of skels, small area, fast respawn, and almost no competition. sure its way out of the way but you should be able to get a decent amount of chips/staves there.
My eru sk was in full leather, vendor purchased at like 2-3pp a peice and had a normal weapon, not rusty tarnished etc that cost over 10p by level 6 thanks to staves

This only works if you can acquire a key to get into Paineel...awesome if you can, but if you don't have amiable or above faction, or if you're not an enchanter/necro that can charm the guard...you'll struggle
