I'm surprised nobody has mentioned enchanter yet, seems to fit your criteria. Bard is a solid option I just see a lot of them, but if resists are important to an encounter you pretty much need one in each group...outside of cleric there probably isn't a class you need more of for certain encounters.

I've been playing a shaman and they fit pretty well too, although 1-24 is pretty rough until you get regen/canni and a decent poison DoT. 25-33 is medium rough but doable, at 34 it starts to ease up quite a bit. I'm 40 now all solo and it hasn't really been bad overall and I fit well as a healer/slower/buffer in groups.

Not sure why people keep making out monks to be tanks. They can tank ok but a min/maxing group isn't going to want to roll a monk tank because of a complete lack of snap agro. You're going to be relying on DPS (ramp up time) or procs (unpredictable) to hold agro, or people keeping stuff rooted. Warriors have the same problem and are highly gear dependent, although as it has been mentioned you can find decent weapons for cheap. SK/Pal are the best low level tanks due to insta agro capabilities with taunt and debuffs like darkness and blind.

As you mentioned necro/druids are pretty bad for full groups because of reliance on DoT damage (mobs die too fast) and limited buffing/utility in a combat situation. However, in a 3 person group those classes can be really nice (basically, if you're killing mobs slow enough that their best DoTs can run near max duration consistently).

Too many damn rogues already due to epic easiness, but an epic rogue does some whoopass DPS. Intimidate works better here than I ever remember it working on live, rogues can legitimately fear kite with jboots or a snare proc weapon. That applies to monks as well I guess, which are the best solo pure melee imo due to mend and FD plus a better HP and AC level then rogues.

I probably wouldn't consider wiz/mage with your criteria.

Cleric obviously is a big grouping class, but they are rough as hell to solo with. That being said, pretty much any class will jump at the chance to duo with one so it is probably the easiest class to actually use to get into a group in the first place.

So I guess after all my rambling the TLDR version:
Bard (melee), Enchanter (pure caster), Shaman (priest), SK (tank) would be my recommendations.
I have thought about enchanter as well, but they seem difficult and time consuming as well to level, I know nothing of how charm really works, ive tried charm kiting on my druid but I feel I still had a lot to learn, as i was not very efficient... So yeah, Bard and Enchanter both have me greatly intrigued, but Charming seems to be much more of a hassle then making my fingers bleed when soloing. =P
