Not sure about the effects of the weapons, really. Here are some observations, however.
If you give skeleton pets weapons with a proc (like the velium weapons) they will proc if the skeleton is the right level.
If the skeleton is under lvl 16 then they need a magic weapon to hurt enchanted creatures (ghouls, mummie, wisps...).
