At 200 CHA, with Marfen Binkdirple Warmly to me (such a sweetheart!), he asks 5039PP, 9GP, 9SP, and 9CP for a Bag of the Tinkerers, asks 54PP, 4GP, 3SP, and 1CP for a fine steel longsword, and 2GP, 9SP, and 1CP for crystalized sulfur.

At 143 CHA (halfway between max and min for me), he offers the same prices.

At 104 CHA, same prices. . .

At 102 CHA, he wants 5054PP, 3GP, 8SP, and 4CP for the bag, 54PP, 5GP, 8SP, and 7CP for the fine steel longsword, and 2GP, 9SP, and 1CP for the sulfur.

At 85 CHA, unbuffed, totally de-geared, he is asking 5177PP, 5GP, 4SP, and 9CP for the bag, 55PP, 9GP, 1SP, and 7CP for a fine steel longsword, and for the crystalized sulfur, he wants 2GP, 9SP, and 9CP.
Have you tested to see if the cap is the same for apprehensive vendors? I recall reading somewhere that if your faction standing with a vendor is below indifferent, there is a higher charisma value to get the merchant's best price (for that level of faction).
