this fix would have been sweet before i spent 50 hours camping raster ><
in my experience of many many sessions one 12+ hours and another 26+ hours i observed not only the double/multiple spawn at 10am but sometimes on the 7pm and 5am spawns there would be nothing at all. no raster no PH. sometimes the 8am spawn wouldnt despawn, then the 10am will which caused the mulitples. and also noticed if you kill the 5am spawn at any time before or after 8am youll still get the 10am.
in short..it sucked. sort of glad? though to find there was an actual bug and i wasnt just losing my mind watching the walls move in lguk.
