All I did was create a new txt file and put the following text inside:
start /affinity 1 eqgame.exe patchme
Then rename said file to filename.bat (Whatever name you want with .bat instead of .txt) in your Everquest folder.
I then made a shortcut to that batch file and use that to launch the game. It launches the eqgame.exe bound to 1 CPU core and the problems go away for me. Windows 7 x64 with AMD Dual-Core CPU.

Can you spell this fix out for an idiot (i.e.: me)? Specifically, I should:
Find the Everquest folder in my Programs;
Open it - create a new text file;
enter the following line: start /affinity 1 eqgame.exe patchme
rename it to EQwhatever.bat, and save it in the EQ folder;
Open Properties on my EQ shortcut (already on my desktop) and enter **
what??** in the Target line? The name of the .bat file? (This is where I'm being an idiot, I think, but I'm not Windows savvy and I
didn't sleep in a Holiday Inn last night)
