Try leveling an enchanter in Neriak Commons, pacifying/charming/killing the guards and selling the 2x fine steel weapons they drop too. The dragoons are some bitches here, on live they were hard asses.

This is incredibly wrong. Freeport guards were always hunted 24/7 during live, and Verant only nerfed them by adjusting the spawn times and changing their weapons to FS (they originally dropped regular weapons which were incredible cash cows). Yes, tons of people had awesome soulfire faction.
And Neriak guards were very, very, very easy exp. As a Gnome Necro they were a fantastic place to gain levels and dropped lots of plat/weapons which I could sell to different factioned vendors.
The downside of killing guards was the faction. That was considered "balanced" to Verant for years.
