Nope. Sorry, the guards inside Neriak were easy exp and landing snare/fear/root was pretty easy on them. They hit hard for their level but spells landed on them.
Also I remember killing Sgt Slate (and remember seeing him get killed by people) for giggles/revenge all the time.
I don't understand why you're trying to get inside city guards nerfed, this makes no sense to me.
