I'm having this exact same problem, I tried playing it with wineq and it's doing the same thing, I noticed this happening after I upgraded the CPU on the computer I use for EQ from a Dual core AMD A4-5300 Trinity 3.4GHz to a Quad core AMD A10-6800K Richland 4.1GHz so at first I thought that was the problem but I see other people posting about this with no mention of hardware upgrading
