Default Guard Weleth doesn't respond to inquiries about the crate.
Trying to do this quest on my alt:

However, even though Guard Weleth makes the statement about the crate, he doesn't seem to respond to any questions about it, and eventually either despawns or walks away. Not sure what is up.
