I'd disagree with that based on the extra exp penalty for trolls alone. A troll might be better until like level 14 or something. I guess on this server now that takes 3-4 weeks so maybe it is worth it.

Double the regen is definitely worth the 5% extra penalty, speeds up the pace you can kill mobs quite significantly.
