Except Unrest was in fact an exception as found from history (shown above) as well as personal experience.
I know shrink worked there. This is a bug/misconfigured zone. Shrink is a dungeon only spell aka anything flagged as a dungeon (edit here) indoors or out - which everyone agrees unrest is - it should work.
