Been having this happen while quadding raptors. Just had my final mob left at 5% and tried to Lumi Staff it to death, but every single cast went off and never did damage. I tried moving around and getting in different positions but was never able to hit the mob until memming my nuke and just nuking it down....I've only had this problem with targetted AE's.
