This also goes with these numbers that have been around forever.
Max hit = 20*45 + 254 = 1154
Max hit with defensive should be 10*45 + 254 = 704.
From the looks of both his max hit on defensive (939) and his minimum hit (239), the DI appears too high and the DB is too low. This will have the effect of making him a lot harder than live due to his high ATK.
With that said, I don't mind if we want to make this a little harder than live so he doesn't die so quickly.
Edit: I'm also pretty sure he's on the default attack speed too? The only unslowable mob I can think of that had enhanced attack speed was Dain. Will confirm when I have more time!
