From what I can tell, guards should assist Ratraz because he is on DarkBargainers faction. The merchants should not, and that is fixed, pending update.
Pending update:
Corrected various neriakc factions where vendors would assist guards or npcs. They are now on their own table without assists.

I had Iago, merchant in East Karana assist Guard Miranda when I fought her. Are merchants assisting people on P99 everywhere?
