I think factions for quests is broken on this server, at 50 even if the captain is KoS he will still accepts scalps. Same with all quest mobs I've encountered - will even take your shit as they're beating on you.

Captain Orben will not accept scalps even at dubious. He says "I will not deal with one such as you!" or somesuch.
