its Bracken's common drop and hes the rarer spawn than Thistle
Thistle was mostly added to the game for the ranger ivy etched quest and he occasionally drops the shoulders. I dont remember if I ever got the Pouch off him, way back in the day I thought I figured out his PH ( the brownie guard that hands out at the Pixie tower ).
