In most MMOs scamming is a punishable offense so it's not a far stretch for a new player to believe that people here will be punished if they don't deliver as advertised. Especialy since:

This is not permission to not watch out for yourself during interactions with players. Players may still scam or defraud you on Project 1999. It is your responsibility to protect yourself. The player who scammed you may be subject to disciplinary action, but there is no guarantee you will get your items or PP back. It is in your best interest to be wary of other players.

Luclin (server) and Tholuxe... neither had a casino on them while I was there.
On the ezboard unofficial Tholuxe forum it got suggested about starting one and everyone jumped on them saying they'd get banned for it. Thought that was a widespread consensus for all servers but apparently "okay on some"? [You must be logged in to view images. Log in or Register.]

When I was a guide on Tholuxe we were directed to instruct players who offered casinos (or any other kind of gambling) to stop. As much rule enforcement back then, it probably depended largely on how the senior GM felt about it, but my play servers (Rodcet, Lanys) didn't have casinos either.
