I use notepad ++ (because they're in XML format)

What I did was I went to
http://www.eqinterface.com and looked at at the specific interface windows and sorted them by date putting the oldest ones at the top of the list. Then I looked at the ones I liked and compared their structure and flow to the default EQ UI.

You can edit the UI file and reload it while you're in game to see the changes. Note that you can only do this so many times however and after idk 50 times you'll have to restart the client. I believe it's a client limitation.
