Faction range if funky depending on your race / religion and some other factors.
Faction range I believe is from neg 3000 to pos 3000 in EQ
various faction will have various amount set in that range.
For example:
some faction may require you to from neg 2k to positive 2500 to become apprehensive or higher.
so kos at neg 2k then dubious pos 500 , apprehensive at pos 2500 , indifferent pos 2600.
This is why when you some faction it seem you stuck at one level for a very long stretch of faction work.
