Default Jualcin not responding to appropriate quest text
Description: The Mob Jualcin in Skyshrine is not responding to the text "I am ready to receive the lexicon." This is part of the quest for the Spell: Hsagra's Wrath

Relevant NPCs: Jualcin

Relevant LOCs: 1892, 2279, -36

Steps to reproduce bug:
  1. Go to Jualcin
  2. Say "who are descendants of relinar"
  3. Say "I am ready to receive the lexicon"
  4. The item is not given to you

Expected behavior: Jualcin should give you the Item "Lexicon of Relinar"
