Lucy lists them as having a 2.0 sec cast time and the history doesn't show anything changing that.
Is there a reason they are instant here?

It would appear that potions are not stackable with each other, however, each seems to be stackable with our regular buffs, and a few potions do seem to interact with each other provided stats do not overlap. Several Herbs such as Blue Vevain Bulb, Valerian Root, and Figwort act as potion boosters, increasing the bonuses you get from each potion when created with these additional herbs.
