I definitely think there's some variance in the tables, but overall I wonder if they are too high. I don't remember resists being so common back in the day.
Some of the worst for me have been gargoyles, the jack-o-lanterns and the bards.

Camping Travis Two Tone recently ( he's lvl 25) I'm 27,
I open with root, he resists it, and also the next 2 roots I cast. I get one to stick and back up 10 yds to DoT. The root doesn't even hold long enough to complete the Affliction cast. It held maybe 5 seconds.
Re-root, back up.... cast Envenomed Breath....resisted.
re cast,.....resisted.
I cast Affliction again, it sticks, but breaks root.
Re root, re try Envenomed Breath again. it sticks.

Back up, try a Frost strike. it hits for 61 of a max 143 dmg.

For you folks counting at home, that's:
3 root resists,
2 very short duration roots (only one broken by dmg)
2 Envenomed Breath resists
2 Affliction resists
and one nuke partial resist.

Now granted, that one stands out because I got more resists than usual, but starting at about lvl 15, I'd say my average resist rate is around 15-18% starting with OOT sirens, then OOT aviaks, oasis crocs & orcs, then gargoyles, and then Cordelia Minster/Travis.

I was in one Perma group, i didn't even bother to slow mobs that were yellow or red. the success rate on that spell was maybe 20% over the course of the 20-odd mobs I tried before giving up. I just switched to healing rather than burn a ton of mana on resists.

Those are just my observations on this shaman.
My necro isn't much different. Only the 'Blood' line seems to stick reliably. Heart flutter actually got taken off my bar after light blue crocs would regularly resist it.
