Per the discussion comments here
http://everquest.allakhazam.com/db/quest.html?quest=800 there should be a positive faction hit with Eldritch Collective when you turn in the 2 mino horns. There is no message indicating so, only xp and gold.
Edit: Did the quest the other day and got faction hits. Either you fixed it (thanks!) or I'm an idiot (boo!)
