Default Mobs should turn to face their target when casting a spell

This is a critical issue facing rogues who are still coming to grips with their classic (pre-SoS) hide/sneak ability.

Mobs used to instantly face their target whenever they initiated a spellcast of any kind. I believe it is currently working for mobs engaged in combat, correctly facing their target when the spell is begun and being frozen at that heading until the spellcast (and associated animation) completes (or is interrupted and a new action is initiated). It is NOT, however, happening when a mob casts a beneficial spell on a nearby ally.

Unfortunately, I do not have any vintage fraps to prove this... but I'm sure anyone who was there will agree with me, and if they don't, they are obviously trolling or thick-skulled.
