Default Executioner's Axe Proc/Worn
Does anyone know when this got changed from a worn effect to a proc? I thought it wasn't until 2001, but I've been having trouble finding any info on it and it's already a proc here.

Edit: The oldest post from Alla is 12/30/00 so it was at least a proc then is all I can find.
