When the PNP was implemented they went in with a heavy hand and people ate multiple month suspensions for, in retrospect, very minor violations. But it did have the effect of a very quick and noticeable shift in behavior.
If they want to get rid of training and a lot of other douchebaggery they should take a similar approach.
