As a rogue, getting a group when there is one going doesn't take long. I have been in groups with three rogues before, we're just that desirable. If the tank is good and the rogue is evading aggro, we contribute nothing to the group's down-time. Wizards need to med, enchanters lose control of their pets, but rogues keep stabbing all day long in return for a little STR/haste buffing.
I do have days where there's just nobody in my level range or just nobody in the zone but a bard running in circles (they even try it in Unrest), but I've never seen any other class chosen over a rogue unless there was a specific call for a healer or tank to replace a departing character.
The flip-side is that a rogue solos about as well as a druid tanks; it can be done, but you wouldn't want to make a habit of it...
