You do this quest enough, you will be non-kos to the banker. You will still need to work on your guard faction. Easiest way for guards is to get in on 2-3 Sir Lucan kills. You will be max kos in east/west, but non-kos in all of north freeport.

So, you're advising him to go do turn-ins in Qeynos way across the map where Iksar are KOS to become non-KOS in Freeport?

If
Sir Lucan only takes 3 kills, then the Wiki suggest he just needs to get in on 3
deathfist centurian kills, which is a better faction payoff.

The Lottery Ticket may be a better quest - just get wolf form in E. Freeport and load up on orc picks.
