While outside, bards will generally pull because they are the fastest class and people want fast pulls. When I played my ranger if I was grouping outside I would be the puller b/c of track/sow/bow. It was incredibly easy and fast to pull.
You can run super fast and mez on inc if you need to = good fast pulls outside.
