You want agnostic because good and evil cities will accept you into their arms (most of the time) with no faction work. If you select a good diety this will kill the ability to get into evil cities, if you select an evil diety... the opposite.
You are able to get into Cabilis with some faction work. My ENC is loved in Cab by everyone but the Shaman guild with Iksar Illusion on, even the SKs
