I've Trollin' round p99 for the last 2 months, and my experience is vastly different from yours. In my experience so far the vast majority of people I have met have been super cool with helping legit noobies. While I didn't get best in slot everything, people were more then willing to throw me gear they had laying around in their bank, and selling things to me well undervalued for what they were worth because I was a legit noob wearing pieces of leather at level 30ish.
NBG makes sense in guild/friend groups, but as others have mentioned it makes sense to just /random most things. A piece of Cobalt dropped the other day I lost the roll, the guy who won, sent me a tell afterwards inspected me asked if I would use then gave it to me. I think the majority of the server is down to help.
Mind you we have all run into the types of people you mention, but my experiences in 2 months have been far and few between. During my 20's and 30's I had those ultra twinked out guys who had no problem soloing things invite me to group if I was lfg for 15-20 mins, let me loot things and still check in with me from time to time.
I'm now in my 50's and try to pay it forward when I can.
I think the most frustrating thing in game is legitimately dealing with some of the tunnel questers in EC, who will nickle and dime everything you try to sell. Dealing with a character named generic_trader or bank, put something up for sale that generally goes for 1k, theyll start haggling from 250, then get upset with you if you refuse to budge below 800. I'd rather just give to someone who would use then deal with it.
As I mentioned before most of the things you talk about happen to an extent, but in my experience they occur far and few between.
