1) The "must be deleted" files are still in your EQ directory.
2) The other zone files are not in your EQ directory. These files have been determined to be the minimal list required to run P99 (note including ONLY these files will destroy your capability to play on other EMU servers from the same EQ directory:

Try remedying those three. If not I'd have to look into it further.
