No, LOL is not a simplified version of DOTA2. LOL came out a long time before DOTA2, so you could call DOTA2 a true successor to DOTA while LOL deviated from the DOTA vision by cleaning up a lot of things, but it's hardly a version of DOTA2.
Likewise, HOTS streamlines even more things. Perhaps a bit too far because they made HOTS a very passive game. You basically AFK in lane and only clear creeps to keep them from reaching your turrets. Some maps may require you to acquire a PVE objective. This is still rather passive play for anybody that intended to play a PVP game.
I played HOTS beta for 20 levels, and then it started feeling like doing WOW daily quests all over again because I was mindlessly going through games against bots over and over again. They actively discourage communication with your teammates. Nobody was playing against other players before they got to level 40. It was all bot games.
The game is definitely unique, but it requires less skill than LOL or DOTA2. And that's the kind of players it will attract.
