It doesn't. The heal is a seperate effect: Vexing Mordinia Recourse. This is a side effect of the bonus tick change being applied to DoTs only. Classically these recourse effects didn't exist; the damage and healing durations of the lifetap over time spells were linked. |
Alright, then a bug report needs to go in about the Recourse effects also being bumped up by 1 tick to match the damage dealt. I just didn't personally test the healing involved, so I didn't want to make a definitive claim until I tried it.
