What he means is this:

Spells have a base number of ticks. The +1 tick is a bonus server tick that could happen to DoTs back in classic.

So Cessation of Cor is 10 ticks, but now it ticks 11 times because of the bonus server tick.

Splurt has 15 ticks, but now receives a bonus server tick.

Splurt should have 16 ticks base, and then receive a bonus tick on top of that.

A handy way to think of it: Splurt should always tick 6 more times than Cessation of Cor.

It should tick as follows:

11, 23, 35, 47, 59, 71, 83, 95, 107, 119, 131, 143, 155, 167, 179, 191, 203.

Some evidence to this that was presented in the thread in bug discussion:

From Necrotalk (http://www.necrotalk.com/archive/index.php/t-2181.html) in 2004:
"-splurt damage ticks are 0 11 23 35 47 59 71 83 95 107 119 131 143 155 167 179 191 203 = 1819 damage"

Question: "hey i was just wondering how much damage the spell splurt is and how long it lasts it is like 16 24 38 49 53 ..... blaa blaa... 180 192 210 or something to that effect and was wondering if any one out there took the time to add it all up if i rember right it does around 1600 damage over all and im pretty asure it lasts under 2mins 6 seconds"

Answer: "Well it starts out at 11 and then does about 12 more per tick so let's count

11, 23, 35, 47, 59, 71, 83, 95, 107, 119, 131, 143, 155, 167, 179, 191, 203, stop

add it all up and it equal 1819 at level 55"
