Root costs less than a third of the mana (30 vs 100), has a faster cast time, and if you need root to last longer you just recast.

Its a half second longer cast time and can last almost 4x as long. If you don't mind having to babysit a cc'd mob and recast root every 30 seconds I guess this makes sense. I think it would suck a lot if you needed to lock down multiple mobs while you kill, though.
