i started playing on red right around the same time jeremy made his leaderboard live, so my first experience without a leaderboard was during this recent downtime.
while the leaderboard was down i noticed people were more willing to fight 1v1, less likely to plug and generally willing to take more risks in pvp.
that being said, since the leaderboard has been back up and active, i noticed pvp has been booming.
from my own experience, there seems to be more pvp while the leaderboard is active than inactive.. this is not scientific fact tho.
in regards to twinks in low lvl zones, i don't think the leaderboard really promotes it in any way. I believe people that twink a toon to stay at lvl 30 in mm and kill people will do it with or without the leaderboard. Nobody looks at the leaderboard and thinks to themselves, wow silvers is really fuckin good at this game... i am sure 95% of the twinks in MM/CB are aware of this.
ps. while the leaderboard was down, twinks were still logging in and killing rags/noobs.
