The reply to the post you indicate tells us that it was still not possible to enchant plate on 13 Jan, 2001. It tells us nothing of this spell, or when it was added.
The books I have on hand show it was not present during Kunark, but had been added by (or in) Luclin. Someone with better Wayback-fu will have to look into this for us, to see when in 2001 this was added!

Sorry, I meant to show that chain teir'dal armor could be enchanted, but not the plate. I suppose the plate armor (which is waaay better) was added later in the game. The chain armor is in line with classic armor stats.
