I'm pretty sure that's exactly what that is.
The dragon picture is an actual painting. I remember seeing the original at some point, but after fifteen years there are a bajillion more dragon pictures than there were when EQ was made, so I'm not able to find it again.
As for the weird drawings in Halas, those are sort of medieval/anglo-saxon style drawings of...dogs...or lions...or strange bat-eared, lion-tailed beings that the unwashed masses likely thought were real at the time, much like they thought too much bathing was bad for you.
