Have you tried talking to the Sol Ro gnome?
Earlier this year he was bugged to talk about velious before he was supposed to. Perhaps if you follow through his conversation he will once again give you text and explain how to get the wizard spells?

Also, have you tried killing the gnome to reset his inventory?
