Correct.
Rangers that do Helm of the Tracker quest in PoG also get a custom look in the same patch that enables the custom helm quests.
There is also
decent evidence that the gnome tinkering helm (Clockwork Watchman Armor) should have custom appearance a couple of months before the custom helm quests patch.
