17ish lets see, MM courtyard solo would be good for you, also youll find it pretty easy to find a open spot in a group there. oasis is good around your level also, and its always busy even at non peak times. uguk if your feeling naughty can be fun too.
but like loke and jeah said, try to form your own groups and get a rep as being a decent honest player and people will remember you, im still grouping with people i met in my teens because its worth it to pay for a port or trek across the continent to group with a player you know wont screw you over and will be fun to waste time with.
the teens just suck for every class imo though.
